Purpose: Serve as the nominated U.S. representative on the IAEA’s advisory panel on the safe and secure transport of radioactive material. The committee meets semi-annually and is responsible for reviewing and revising the regulations and policies governing the international transport of radioactive material and providing guidance to the IAEA on the needs and issues of the transport industry.

33rd Session of the United Nations Transport of Dangerous Goods Sub-Committee of Experts on the Transport of Dangerous Goods (UN TDG SCOE).
Purpose: To head the delegation to the UN TDG SCOE. The UN TDG SCOE is responsible for the United Nations Recommendations on the Transport of Dangerous Goods (UN Recommendations). The UN Recommendations form the basis for international modal regulations on the transport of dangerous goods prepared by the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO). The UN Recommendations are also used as a basis for the development of regional and national transport regulations, including the U.S. Hazardous Materials Regulations (HMR).

Purpose: To discuss amendments to the Globally Harmonized System for the Classification and Labelling of Chemicals (GHS). The GHS recommendations address consumer and worker safety issues in addition to classification issues which are coordinated with the TDG Sub-Committee.

International Maritime Organization (IMO) Dangerous Goods, Solid Cargoes and Containers Sub-Committee (DSC Sub-Committee).
Purpose: Participate in the delegation to the IMO DSC Sub-Committee, which is responsible for maintaining the International Maritime Dangerous Goods Code (IMDG). The IMDG Code includes the requirements for the safe transport of hazardous materials by sea. Under the U.S. Hazardous Material Regulations (HMR) transport of hazardous materials by vessel in accordance with the IMDG Code is authorized by the HMR subject to certain conditions and limitations.

Purpose: Participate as the Panel member nominated by the U.S. at the ICAO Panel meeting. The working group meets annually to assist the DGP in developing amendments to the ICAO Technical Instructions and to consider specific proposals relative to the safe transport of hazardous materials by air. The U.S. Hazardous Materials Regulations (HMR) authorize the transport of hazardous materials by air in accordance with the ICAO Technical Instructions subject to certain conditions and limitations.
