Strategic Planning and Performance Management

OPA provides leadership and serves as a focal point for strategic planning and performance management and as PHMSA's representative on DOT Performance Improvement Community. OPA oversees the quarterly performance management review (PMR), develops and maintains a balanced scorecard of key performance indicators (KPIs) to align with financial, operational, and strategic objectives as well as provides input to the DOT Annual Performance Plan and Performance Report, Annual Strategic Review, and Quarterly APG progress reports.

Regulatory Coordination and Facilitation

PHMSA's rulemaking is a mission-critical capability and process. Collectively, OPA works with the PHMSA program offices to look for opportunities to reduce delays and improve the quality of PHMSA's rulemakings, standardize and streamline the rulemaking process and coordinate responses to data call (e.g., Semi-annual Regulatory Agenda, Executive. Order implementation, and other directives)

PHMSA-wide process management

OPA serves as the central point of contact for the Office of Inspector General (OIG) and Government Accountability Office (GAO) audits and recommendations, Congressionally directed mandates and safety recommendations issued by the National Transportation Safety Board (NTSB).
